Cargoes did not decrement after completion of primary contract. As you can see from screenshot, the city card had already been moved under my train. I was not able to perform secondary contract until manual refresh.
I was able to deliver the passenger though. :) • あなたのブラウザは何ですか?

I tested exactly your scenario, and it works properly on my side. I was able to make a primary and secondary delivery to Billington without any refresh in the middle. Does it happens all the time?

Not certain. Only tried it that one time. I can try again. But it worked after I've refreshed the game and the cargo was decremented properly.

Would you mind checking if there is any javascript error when this cargo decrement issue will happen? Maybe there is some weird situation in which the javascript execution is stopped and: cargo are not decremented, and secondary contract image is not attached with the click function...
