The problem occurred when I advanced onto the Airplanes space and did not have an outpost to use from the Militants Tapestry card.

I paid the resources to advance on space 9 of the Exploration Track. I had the Militants Tapestry active, however I had 0 outposts remaining. When I advanced on the track it says that I have no outposts remaining and gives me the two exploration tiles. At this point I should be able to either explore with an exploration tile or end my turn if I have no valid place to explore. In this situation I had to valid options to explore, but I was not able to explore or even end my turn. The game just sits there, not moving forward.

Playing as Nomads. All outposts are placed. Have Militarism as Era tapestry. Moved up to TRAINS/7, placed the building and selected resource, but then game complained there were no outposts remaining and hung up with me having no options. Refreshing brings me to selecting resource screen.
Your bug has probably been fixed already, or was linked to a temporary failure of BGA service.
In any case, when filling a bug report, make sure to have an explicit title linked to the incident (ex: with error message), so other players can recognize it and vote for it.
