It should move for a gear, not for the thieves -

And fixed.
This error affected cards that provided caper or coins to non-thief cards. I actually had a filter to ignore thief cards in the code, but there was a typo that prevented it from executing (and BGA's system, oddly, interprets that error as a "True"?).
