During second takeover attempt of Avian Uplift Race (Move 61) the other player used an ability from a card just played (Primitive Rebel World) to boost their military to prevent the takeover (world from being destroyed).

At turn 65, the other player played a military world on the same settle action as I attempted a take over. Their new world gave them one more military when it should not have.
