I did not have any 'untap'-actions at the beginning of the turn, but before clicking on skip, I selected two gangsters anyway. After clicking skip, those gangsters were shown as untapped. After a page reload, they were (correctly) shown as tapped again.

Please reopen or merge into #92331, I confirm this happened, seems to be the same issue as:

Suggest you confirm this bug and merge into #92331. My case was game #442804622, Move #90, Progression 60%
This was after maintenance at 10am Paris time. Seems committing database state got scrambled.
