As I was playing with dragon lords, the tour vp were on digging and I did not receive the vp accordingly. I double checked the rules and it is clearly mentioned dragon lords receive vp in that situation.• ルールの間違いはゲームのリプレイで確認できますか?そうであれば、行動番号は何番ですか?

Check the rules again: with Dragonlords you only get VP in that case when you use the spade power actions or bonus card, not when you terraform
