This was a complex chain of actions.
I placed a factory and took a loco.
Placing the factory allowed me to move to space 14 on the Beijing line.
Placing the loco 7 on the Beijing line, I move a previous 3 there to the Seoul line and a 1 on the Seoul line to the empty slot on the Beijng line.
This gave me the reach of 14 on the Beijing line and I chose the Osaka extension.
But it also gave me a reach of 3 on the Seoul line.
On the Seoul line, I only have the wood track on position 3, not the green one.
So there was no construction site to remove but the log stated that I skipped it.
As an important side note, skipping removal of a construction site is not a legal move (page 34 of the rules).
I gather that if I meet part of the criteria to remove a construction site, the game erroneously logs that as "skipping" the action.
As a side note, the "skipped" message in the logs appears untranslated.
Some people theorized that illegal states in terms of constructions sites considered somehow to still be there even though there is already a locomotive in place could be the cause of further bugs down the line.
