Silver track should be able to go onto to the Tokyo-Osaka track and Gold track should be able to go to the Seoul track and Tokyo-Osaka track.

Yes and no. Move 60, I wanted to move wooden track to gain silver or gold track, but game would place them automatically to the top track.

The other player discovered around turn #85 that you can move them to the lower track (even if they appear to be on the top track) by clicking on the space where you want the track to move (even thou there is no highlight to show that it is clickable).

I am not sure what is the problem. They are not assigned to track they just put near the track when unlocked.
When you click on track where they need to be - they will be relocated.
