I had Imperium Gem Prospectors as my home world with a brown good on Imperium Munitions. I also had +4 military (+2 from Imperium Munitions and +2 from Mercenaries Guild), a colonist in my supply and Rebel Outpost explored and ready to conquer in the settle phase by spending the RE good for the +2 military boost.

The interface asked me if I wanted to use the good in the dialogue box, but I couldn't activate the ability and spend the good for military, so I couldn't conquer Rebel Outpost. I ended up settling New Vinland instead.

There was a weird interface issue where you had to actually click on the world with the power first (as you would if there were a choice among multiple worlds with remove goods powers). This has been fixed.

I had an experience with the Imperium Gem Prospectors. I chose Settle, and had 5 military. I had a good on Imperium Gem Prospectors. My only explored settlements available were 6 and 9 cost. My plan was to discard the good to get plus military, but the game automatically gave me the two settlers because it said I could not afford to settle. On a previous turn, when I had another option to settle, this ability was available for use to buy the 6 cost card.

Frustrating, but the rest of the game has been great!

You had no colonists when you chose to settle on move 74. You gained 1 from choosing the action, but both of your explored worlds required 2 colonists, so you could not settle, regardless of the military bonus.

In the future, please submit a new report with the move number instead of commenting on a closed report. I was only able to determine the table number because it was your only recent game. Also, you will not be notified when I respond to this report.
