#40472: "Galactic HQ in middle of turn causes turn to reset to prior mid-turn state."

I understand that Galactic HQ cannot be used during the middle of a turn. However, when a user inadvertently attempts to do so, it would be helpful if a warning message simply popped up to indicate that you must complete your action before using using Galactic HQ.
