You can see the English tooltip doesnt match the actual text of the card in reality.

It says "Choose any of the following," not just one.

Tooltips are not intended to match card text exactly; they have been designed to reduce the effort required to localize the game.

"choose any of the following" is not the same as "choose up to 3 different ones", with that wording the card seems to only let you do one of the options, instead of the 3 if you want and can.

Not sure if there is a more localizable way to describe that but again, right now the text doesnt match the actual action you can do.

It is descriptive enough in English, especially since the usual prompt does ask the player to select just one. For Spanish, I might suggest "Elije cualquieres de estas opciones" to prompt players to possibly select multiple options.

I have to agree that "Choose any of the following" is more ambiguous than "Build up to 3 different ships".

That's true, of course, but "Build up to 3 different ships" is not a reusable prompt.

I Agree this tooltip is not really clear, and translations based on it actually lead to mistakes.

The actual french translation of that tooltip tells to pick only one of those elements.

According to BGG forum, it seems that this problem also occur in german translation

The string should be changed to the real card description (or at least a most accurate description)
"Choose any of the following" <- actual card tooltip (not even shorter)
"Build up to 3 different ships" <- card description (in physical game)

I ran into this issue today in the portuguese translation of the game. I wonder if my fellow portuguese-speaking bga-gamers did pass up the oportunity of researching this tech believing it's worse than it really is. I sure did!

Is it really OK for me to translate it as in the card text in spite of the english reusable prompt saying something else? Won't it be detrimental to the prompt reusability in the future?

It should be fine - the prompt is only used in one place right now, and that won't change short of RGG greenlighting the expansion for BGA.
