I get what you mean, but I don't understand how that would be beneficial.
Your hand limit remains the same, so:
- with my implementation you _may_ draw some bullets
- with your suggestion you're _certain_ to have them

This DOES NOT seem like a good suggestion.
His reference to being possible in the board game must be coming from the Advanced Rules, that are not implemented on BGA.

"Discard all Bullet cards."
