Thanks for reporting bug.
Could you write the red error message ?
Game advice : don't use assault, use mobile attack (click on hex, not on arrow).
Assault is for attacking fort, in bad weather or when more power force is needed.

I load you game in dev studio, don't see any problem.
Perhaps try to F5.
Perhaps you was playing during an update.
If F5 dont clear problem, update this log please.
