It happened already in some games. One or two of the hexes that I have doesn't show an image of action. It seems to be a Dodge action.

Place the hex on the table doesn't help. Only when it's played I can figure out the action.

As per our discussion, this is not a bug. Some of the sectors have no action associated with them.
