Additionally, I didn't intend to use my shipskill. I assumed incorrectly that I had to choose which action to use first as they had the same initiative.

Thank you for reporting this. Definitely a problem, but will be sorted as a subset of suggestion 20164 so I'll close this as a duplicate.
