in this solo game, the Slavers took the star in the center of the upper sector ("Pleiades"), but I had a ship present and did not get an opportunity to declare war on the Slavers to block it.• ルールの間違いはゲームのリプレイで確認できますか?そうであれば、行動番号は何番ですか?

I just reproduced this error here:

See the last round of the game: The Slavers' subjugated the primitive neutral at Rigel (center star of upper sector), and I have a ship present there, but I was not give an opportunity to block this star by declaring war on the Slavers. I should have been able to, because I am STS.
