The mouse cursor remained as an arrow instead of switching to a hand. I was not about to click and select the character.

The error was on mobile and Chromebook
I marked Inspector Gregson as innocent before my opponent and I exchanged characters. He then became locked into the innocent state, and I couldn't change him to any other status. Because I had him marked as innocent, I could not select him as a criminal.
