Well, this is more a subject to discuss in the forum... bugs are for when you are sure that something is wrong.
1 row of all different tribe cards is 2 VP (unless you have a special card whose power is making up to 2 of them 4 VP instead of 2 VP)
1 row of all same type tribe cards is 4 VP.
So no bug there...
