I'm having the same problem. It's a huge bummer too for this game, it won't let me do the double conversions.

1. Have SH built as The Enlightened
2. Build a Town with 7 power of buildings.
3. When prompted to choose a town to place, change your power conversion preferences
4. Refresh the page
5. Now, when doing conversions, only single conversions will occur instead of double conversions.
Undoing the turn and attempting conversions after this will revert back to normal behavior. But it seems like if you change your "conversion prompt" settings in the middle of towning, the bug will re-appear.
This is a very niche situation but it almost completely derailed the game I was playing! Please fix this for the Enlightened.
