The Lobbyist Milestone was displayed in a game that did not include the Turmoil expansion.

Expansions in play already at that point had the ability to randomize milestones and awards based upon the expansions being present.

Yeah, that map needs a different milestone until Turmoil is ready, and even then I'm not sure it's a good milestone since not every game will have Turmoil, but it's a fun map to use regardless.
The placement bonuses for delegates are a bit odd as well, without the Turmoil cards.

Milestones and awards could have never been changed (officially) before Prelude 2. Lobbyist shows because it is preprinted on the map. It was wrong to bring Amazonis Planitia to this platform before Turmoil and/or Prelude 2 in the first place. Now we have to live with it.
What's more baffling is that two other maps are still missing (Utopia Planitia and Terra Cimmeria).

Can confirm Lobbyist is one of the milestones even though it is not possible.
Also, there are delegate placement bonuses.
These won't function properly without Turmoil.

I would mark this as "wontfix" because it is simply how it is. Delegates things are ignored when playing without Turmoil...

That seems reasonable, but I will leave it to the developer to mark anything "won't fix".
