USSR pulled Area Seized and was able to select Bessarabia even though Romania was an active Axis country.

I tested on a different table ( boardgamearena.com/9/unconditionalsurrender?table=650454785 ) with Finland and the country does not appear in the list of markers to choose from if the Axis units are in the Ceded Area.
