...it says to resolve this situation as stress, and shows the + symbol, which implies Accelerate should include it, but Accelerate does not include it.
boardgamearena.com/1/heat?table=619273005&replayFrom=163 --- this is the turn where it happens.
Accelerate could have 3 possible values here:
+1 -- bug, ignoring already played stress and only using the + from the card where heat could not be paid. This does not happen.
+2 - All expected + symbols are used for Accelerate. This is what happened, and seems the best reading of the rules.
+3 - All expected + symboks are used, plus the one for the card where heat could not be played. This is kind of what would be expected from reading the game log, but the implementation, and the rules saying both "accidentally" and "same process as when you play a +" rather than "as a +" both point to not counting this card as stress for accelerate.
