Per the original rules "If you are unable to collect a reward because the Redraw Deck is empty or there are no more Apple tokens in the supply, you simply do not get a reward".
There are 16 apple tokens in the supply at the beginning of the game, and each time one is played it gets returned to the supply. In other words, only 16 apple tokens can be in player's hands at any given time• あなたのブラウザは何ですか?

Correct me if I'm wrong, but there currently does not appear to be any reason to play apples unless you can no longer play any cards. So most players will simply play all their cards at the start and then play apples for the remainder of the game. I'm not sure how much this suggestion would fix that issue, since I'm not sure if it's realistic for the Apple supply to ever run out. However if the apple supply does run out then players will be encouraged to play apples and save their combos for when the apple supply has more cards
If the publisher agrees, I think it might also be nice to add a variant where there are much less apple tokens. As explained above, I think that would greatly improve the game by forcing people to play apple tokens early
