He just needs to reach 18 then the game will end even if he loses PP, maybe he reached 18 and lost some of them?

Got the same problem at table 574929972. At the end of my turn, I had 8 points and my opponent 11, and he got an instant win. At move 250, I was looting, I skip the equipment swap, next move (251) game over.
