The behavior of Comet and Arctic Algae in your game is 100% correct. Your opponent triggered the Ocean bonus at 0°C with their Comet play, which is why Algae was triggered twice; plus, they gained 1 plant each from placing the oceans on the board, for 6 plants total. You lost 3 plants as you should with Comet.
