When all players reveal chosen tiles you can change the action you selected first, that's important when a disaster is revealed, I could change my previous choice and sell the tile to gain the money needed to pay for the disaster.• ルールの間違いはゲームのリプレイで確認できますか?そうであれば、行動番号は何番ですか?

I never thought of playing it this way, but because selecting tiles and playing tiles are two different steps, it should indeed be possible to change the selection after revealing all selected tiles.
Because this will change the current flow of the game, I need to carefully add this interim step. I'll figure something out.
