Action not permitted (no error message). It appears that the game does not register the order as complete because two cubes have ended up in a single spot. This was not obvious on the small phone screen I was using for earlier actions• あなたのブラウザは何ですか?

That's not a bug, you used the "transform two cubes into one of any color", maybe by mistake
