The BGA adaption allows this placement, I did not know this either. My suggestion was (and is) to create the BGA wiki site and add the specific ruleset there, instead of linking to a wikipedia site which has other rules.

That's also surprise for me. The ships must not touch even by corners.

There is no official rule that forbids this. It's even an example: www.hasbro.com/common/instruct/Battleship.PDF

Пожалуйста, исправьте баг, что два корабля можно выставлять рядом. По стандартным правилам между кораблями по горизонтали, вертикали и диагонали должна быть хотя бы одна свободная клетка.

No. Silly idea. Placing ships next to each other is a tactic and completely valid. You can do this by gentlemen's agreement but otherwise it takes the strategy of placement out of the game. Strongly oppose this idea.
