Figured it out - it is selectable towards the end of the turn when picking your long ship. Not sure why you cannot declare/undeclare your intent (select the +1 viking) at anytime during your turn.

Yes, it's available after you played your first viking, as its effect is to play a second viking.

The shield to play two vikings in one turn is not available. We have now played 7 vikings each and it is still not available so it isn't just restricted at the start of the game.

I think everyone's confusion, including mine at first, is that while the other two of these bonuses are selectable at the start of the turn, this particular one is not selectable until the longships are up for selection near the end of the turn. It gives the appearance that something is wrong, IMO.
I think if you could select it at the beginning as well, and still toggle it later at long ship time as well in case of changing one's mind, that would remove the confusion.
