It's normal. You used action 6 to imitate the action of occupying a room (with a reduction corresponding to the number of dice on action 6). You can only occupy one room. The Occupy a Room action is different from the Prepare a Room action.

The strength of the Prepare a room action is the number of rooms you can prepare.... The strength of the Occupy a room action is a price reduction (but you can only occupy one room)
