Similar to bug #120514 but I'm not sure it's the same.
I was trying to play "Cloud seeding" in move #173 (I had to undo, you'll se my cancel).

I think the issue comes because I played Special design as second card in my turn because I planned to play Cloud seeding in my next turn. Then, in that turn I made a mistake and played Medical lab first and when I tried to play Cloud seeding I received the error. I suppose it's because the power to reduce the Cloud seeding conditions from Special design was cancelled when I played Medical lab (it's for the next card), but in the interface it still allowed me to play Cloud seeding when I really could not do it.
