Wanted raptor move an explorer
He 7 action points but wipould not let me move or highlight a explore to move
Also had to exit and resrart the game as wouldn’t let me do anything else ether -

Highlighted the action wanyred to do

Hi, I don't totally understand your issue. Have you experienced the issue more times or was it only this case?

I’m playing on an iPad. The error I get is that I cannot place a camp on an empty tile because I do not have an explorer on an empty tile. That is not a requirement for building a base camp, just 5 points, an empty tile, and an available camp. Thanks for developing Tikal!!!

That's not an error but the current rule supported by the Publisher and the Designer. If you want more info you can check the request to implement the old rule as a preference: boardgamearena.com/bug?id=118315
