After the game said "warning, this is the last round", I selected the "blue >> reactivate". Then I was unable to select the "blue + orange >> >> 3VIP" button to reactivate it.

I tried refreshing the page and undoing all moves. Neither helped.

I see now that I had zero blue resources. But before I had refreshed, I could swear I had one.
