I selected quit, but the game remained active. I went back and selected skip, and got
"You cannot skip the turns of other players while your turns are skipped"• あなたのブラウザは何ですか?

It appears that even though his timer was showing red and mine black, it continued to count past his turn once he was out of time and counted through all of my time as well.

Looks like this resolved itself with time. But even if that were not the case... joining/quitting/abandoning a table, timing, Elo, etc. are all managed by the BGA framework. There's nothing a game developer can do about these things, we don't even have visibility of the code involved, let alone a means to make changes.
