During Fall, two players bid using green meeples. These two meeples should then be placed in the meeple bag at the end of the season.
During Winter, none of these green meeples has been taken from the bag (only 2 players got meeples during winter and none were green), however 20 green meeples were used during this season (13 to score, and 4+3 to bid).
The total of green meeples is then 22 (2 in the bag, 20 in hands or on the table)

If the game is allowing more than 20 green meeples, then this should be fixed. The English rules clearly state that if players activate a production tile and there are insufficient workers available, then they only get what is available. And the rules also specify that there are 20 green workers total.

I just came across another bug about green workers:
boardgamearena.com/bug?id=4948

In that bug, they are complaining that the game should tell them how many green workers are left available, because they don't like it if they activate a production tile and don't get the green worker they expected. So that certainly sounds like the game is enforcing some kind of limit.

I have two theories here:
1) The game is only enforcing the 20 green meeple limit in terms of what players have (and maybe also what is out in play, on or around tiles).
2) The game allows green worker production tiles to take green workers from the bag if none are left in the supply.

Either of these behaviors is wrong, of course, but it could explain why one bug complains that the 20 green worker limit is being violated while another bug wants green worker totals displayed because they dislike unexpectedly not receiving green workers from a production tile.

I believe this is true of all the components. Here is the board state near the end of table 505334027, just after move 301: imgur.com/wvQwJEZ.png

There are 25 stone visible (20 + 3 + 1 + 1) when the game only ships with 24, and these resources are also explicitly component-limited in the rulebook. Being able to lock down a resource like this is sometimes important for capping the strength of any of the fall put-thing-on-hex tiles or the winter tile that gives 5 points for each 1-of-each set. So my assumption is that the game isn't enforcing any component limits at all, though that would make bug 4948 hard to account for.
