When you enter a city the undo button is not available. You must either deliver a good, take an action or move cards to your planning area before you can undo.
Generally that is fine but if you cannot do any of those actions (can't deliver a good, it's not a village, and your planning area is full) you have to just end your turn and skip it.

changed to
"Undo when you first enter a city"
If you cannot take an action (which is possible) then there is a workaround which is to refresh the browser. Not sure if you can replicate this not being a player in the game (observer).
Not the end of the world but it would be nice to change this to make the already great implementation even better.
I can confirm on 229 after undoing i went back to the city and did not see the undo button the 2nd time until i refreshed the browser.
