A group of us have played 5 games with "random team" set. The game has made the teams identical every time.

"Player order" in the Seven Suitors variant is determined by who has the A, so nothing changes at all.
I'd suggest that team game rematch should not keep the same team composition when there is an option explicitly set to make it random. Otherwise, the option is useless.

Wind A determines the first player, not the entire player order.
You created a rematch table, and rematch table order is prioritized than random team option.
'Random team' is meant to follow BGA standard player order randomization. I'm not changing this.
